The queues could indeed decrease.
A positive answer is provided by the amendments to the Cabinet of Ministers Regulation No 263 of 10 April 2012 "Regulations on Cadastre Object Registration and Cadastre Data Update" adopted on 24 January 2023.
The new procedure provides for cases when cadastral surveying may not be carried out.
These amendments enter into force on 28.01.2023.

The most important amendments to the Rules on registration of cadastral objects and updating of cadastral data are made in paragraphs 3 and 29. For example, cadastral surveying may now not be carried out if an executive survey has been submitted for an engineering structure that has been put into operation or for a building of the first group (hereinafter referred to as a building of the first group) specified in the normative enactments in the field of construction. Also, in order to register a structure (new building) or a group of premises in the Cadastre Information System, it is necessary to submit a declaration of an incomplete new building, accompanied by a plan of the building location, showing the outline of the building and a photograph of the building in its actual situation.
